UK gambling laws (2026)

Great Britain gambling sits under the Gambling Act 2005 and the Gambling Commission. Remote casinos need a live licence. Unlicensed supply to GB customers is the operator’s crime. Players still have no protection on that side. 18+.

Britain is not a patchwork of provincial regulators. If you are in Great Britain, the statute is the Gambling Act 2005, the regulator is the Gambling Commission, and a remote casino that wants your debit card needs a live operating licence you can look up on the Public Register.

Northern Ireland is the exception that search keeps flattening. It has its own older framework. Do not copy a GB footer onto a Belfast shop and call it one market.

This is a law explainer, not a ranking. We are not the Commission. We cannot licence anyone. We cannot unlicence anyone. 18+. You can lose.

What the Act actually does

The 2005 Act legalised a licensed market and made unlicensed supply the problem. Three licensing objectives still sit on every decision:

  • keep crime out
  • keep it fair
  • protect children and the vulnerable

Everything you argue with on a British casino — KYC, advertising limits, GAMSTOP, deposit-limit labelling, bonus-fund wagering caps — is downstream of those three lines and the Licence Conditions and Codes of Practice the Commission hangs on them.

Remote licence: websites, apps, any gambling where the equipment or the customer is in GB in the way the Act cares about.

Non-remote licence: shops, arcades, casinos you walk into.

A high-street name can hold both, in different companies. The footer on the website is the remote legal person. The plaque in the shop is not automatically the same account number. Believe the footer. Then believe the Register.

Providing gambling to GB customers without the right licence is the operator’s offence. Loading an unlicensed page from your sofa is still a terrible idea: no GAMSTOP, no UK complaints path that bites, no levy-funded treatment sitting in their T&Cs in a way you can use. Baroness Twycross’s brief as gambling minister has been the same tension for a while: protect people without shoving them onto unlicensed supply. Leaving a licensed account for “no checks” is that shove.

The Commission, in one table

Thing What it is What it is not
Operating licence Permission to offer the activity listed A quality score, a fast cashier, or a personality
Personal licence Named people in key roles Your customer login
LCCP The rulebook bolted to the licence Optional “best practice”
Public Register Who is licensed, which domains, which sanctions A complete history of every old fine once a row drops off
Public statement Why they were fined or settled A press release from the operator
ADR Independent disputes after the operator process The helpline

If the Register says Active for remote casino on the legal person in the footer, you are on the licensed side. If it says surrendered, suspended, or the domain is Inactive on that account, stop. White label still means licensed — it means a branded door on someone else’s licence, not a private company with its own number.

Rules that changed the consumer product

These are the 2020s clauses people actually feel.

Credit cards. Remote GB gambling on credit has been banned since April 2020. Debit is the default. A credit-funded wallet is still cheating the ban in spirit, and operators know it.

GAMSTOP. Every GB remote licensee must apply it. Periods: 6 months, 1 year, 5 years, 5 years auto-renew. Not shops. Not unlicensed sites.

Bonus-fund wagering. From January 2026, licensed bonus funds cannot demand more than 10×. Mixed-product incentives — one pot covering sport and casino — are banned. Directories still leaking 35× on a GB offer are stale or describing something that should not be live.

Deposit limits. From September 2026, operators must offer gross deposit limits, name them deposit limits, and give them equal prominence. Other caps can exist. They cannot nick the label.

Financial Risk Assessments. Staged from July 2026. Sarah Gardner’s public line: help high spenders in financial difficulty; do not drown everyone else in documents. An FRA is not a credit-score punishment on the frictionless check the Commission described. It is also not a green light to raise a limit.

Statutory levy. Research, prevention and treatment commissioning moved onto a statutory footing. GambleAware’s consumer-facing service closed in March 2026. Treatment in England sits with NHS commissioning from April 2026. Operator footers that still print the old brand are leftover copy.

Advertising. The advertising codes plus Commission expectations: no appeal to children, no “risk-free” lies, safer-gambling messaging. Influencer and football-shirt rows are enforcement stories, not a loophole.

Identity across group companies. Licensees have to treat one customer as one customer. That is why a closed account at one brand is a poor reason to open another in the same family.

UK regulatory checklist (consumer view)
[X] Wagering on bonus funds capped at 10× (January 2026)
[X] Credit cards banned for remote gambling (April 2020)
[X] GAMSTOP mandatory for remote GB licensees
[X] Deposit limits offered and named as deposit limits (September 2026)
[X] Independent dispute escalation via named ADR after the operator process

Tax

For an ordinary British punter, gambling winnings are not taxed as income. The tax sits in the operator’s duty, not in your self-assessment as a “win”.

Exceptions exist at the edges — people whose gambling is genuinely a trade, which is rare and facts-heavy, and tax on investment income if you park winnings in something that then yields. I am not your accountant. I am telling you not to copy a North American withholding story onto a UK casino withdrawal.

Losing does not create a useful income-tax deduction for a recreational punter. Do not build a spreadsheet that pretends it does.

Land-based versus remote

Walking into a GB casino: 18, ID, venue rules, venue exclusion schemes.

Using an app: 18, KYC, GAMSTOP, remote LCCP, bank blocks, device blockers.

A venue exclusion does not flip GAMSTOP on. GAMSTOP does not automatically ban you from a pit. If you need both markets closed, do both jobs.

Shops: separate multi-operator exclusion. 0800 294 2060.

Illegal supply, in sentences I will actually use

It is illegal to offer gambling to GB customers without the right licence.

It is not a clever consumer product to use an unlicensed cashier because a licensed one asked for ID.

Fairness, funds protection, and complaints are the point of the licensed market. They are imperfect. They are still better than a wallet on a beach licence that will not take a Commission call.

Grainne Hurst’s 2026 point about people searching for a stop and seeing a workaround in the same results list is the policy problem. This URL will explain the law. It will not rank the workaround.

How to check a site without leaving this sentence

  1. Open the footer.
  2. Read the legal person and the account number.
  3. Find that person on the Commission’s Public Register.
  4. Check the domain status on that account.
  5. If they disagree, you are not on the GB product.

Jackpot Inside will not be your Register. We can be wrong. The Register is the source.

Frequently Asked Questions

Is online gambling legal in the UK?

Licensed remote gambling offered to GB customers is legal. Unlicensed supply is not a grey “international” option. It is unlicensed.

Who regulates it?

The Gambling Commission for Great Britain. Northern Ireland is separate.

Are winnings taxed?

Usually not as income for a recreational player. Duty is on the operator.

Can I play if I am 17 in a country where 17 is legal?

Not on a GB remote product.

What is LCCP?

The licence rulebook. Bonus caps, GAMSTOP, AML, advertising, customer interaction — it lives there.

Where do I complain about a licensed operator?

Operator first, then their named ADR, then the Commission. GamCare does not adjudicate bet disputes.

Is this page legal advice?

No. It is a consumer explainer. Statute and LCCP win arguments. We do not.
